Interest in elementary school foreign language programs has resurfaced in recent years, and the number of programs is increasing. Many states are requiring foreign language study at the elementary level. For a local school or community seeking to implement elementary school language programs, it is important that a rationale be developed to meet the needs and priorities of the area or institution. The "Innateness Hypothesis" of child language acquisition, proposed by Noam Chomsky, states that the human species is pre-wired to acquire language, and that the kind of language is also determined. Many factors have led to this hypothesis such as the ease and rapidity of language acquisition despite impoverished input as well as the uniformity.
Second-language acquisition (SLA), second-language learning or L2 (language 2) acquisition, is the process by which people learn a second -language acquisition is also the scientific discipline devoted to studying that process.
